Phasing is standard practice. Large networks get sealed in zones across the rotation so no single season blows up the budget and no segment gets forgotten. Annual hot rubberized crack sealing across the full network is the backbone, because it is what protects your base material through winter.

The work season here runs June through September. For an association, that means decisions made in winter and spring become work on the ground in summer. Boards that approve scope by late spring get the calendar slots they want. Boards that decide in August often wait a year.
